If a Federal holiday falls on a specific date, such as January 1 for New Year's Day, and that date falls on a Saturday, the Federal Holiday Observance will be on the Friday prior to the Saturday. If the date falls on a Sunday, the Federal Holiday Observance will be on the subsequent Monday.
